Terms of Payment
All advertising is payable in advance unless credit has been established
with the RGV Newspaper Network. For credit accounts, all bills are due
and payable upon receipt. Accounts with balances older than 30 days
will be assessed a finance charge at the rate of 1.5 percent per month, or
18 percent per annum. If an account is sent to a collection agency, all collection
and legal fees will be added to the amount owed. Checks are verified
through Check Rite.
Events, Liquidation, Mail Order, Political,
900 Phone Numbers and Going out of Business Advertisement orders
must be accompanied with payment.
All advertisement and invoices will be considered correct unless the
advertiser reports any variance or error within 30 days from the day the
invoice statement was received.
Advertising agencies which place advertisements for, and receive statements
for their customer, are acting as agents for the customer, and shall
be liable as such. Advertisers are liable for all placements made on their
behalf by their advertising agency.

Commissions
RGV Newspaper Network advertising is commissionable 15 percent to
recognized agencies, provided payment is made by the 25th of the month
following insertion.

Orders, Contracts & Copy Regulations
Orders
A. Space deadlines assume full submission of materials (copy and art).
B. Deadline for corrections is the same as space deadline. Changes or
revisions beyond deadline may be accepted at manager's discretion and
production capabilities. Extensive changes will result in additional composition
charges.
C. Dates and times for cancellation of orders are the same as space deadlines.
If time permits, emergency cancellation of ads or orders after deadline
will be accommodated for a 25% charge of the total ad cost.
D. Advertising is billed at 1/2" increments from 1’’ depth to a full page.
E. All ads over 18" in depth will be billed at full page depth.
F. Each display ad must be at least as many inches deep as columns
wide.
Contracts
A. To qualify for contracted rates, advertiser must be current with no
past due invoices. If not current, open rate will apply.
B. Agreement required for annual bulk display and classified display.
C. Contract will be accepted from an individual advertiser (parent company)
or its subsidiaries. Each company must hold its own individual
contract.
D. Advertising agencies may sign a contract on behalf of its client as long
as a letter of authorization and liability is signed by the advertiser.
E. Contracts are not assignable by the advertiser. Contracts longer than
one year are not acceptable.
F. Advertisers signing bulk contracts or any other contract will be billed
at rates on current rate card and re-billed at the appropriate higher rate if
contract is not fulfilled. If advertiser surpasses the agreed upon contracted
linage or volume, all subsequent linage or volume will be billed at the
lower achieved rate level and earn a credit in future advertising dollars.
G. Rates, dollar volume, and linage count applies only to contracts
singed in advance of actual placement of order.
H. Contracts may be upgraded once during the length or term of contract.

General Policies
A. Acceptability
1. Publisher reserves the right to change advertising rates upon 30 days
notice and all contracts are accepted subject to this reservation.
2. Advertising simulating news/editorial can be set in body type but
must carry the words "paid advertisement" on top of the ad.
3. Ads measured from cut-off rule to cut-off rule.
4. Cash with all copy unless credit has been established with the Credit
department of the Rio Grande Valley Newspaper Network.
5. Publisher reserves the right to edit, reclassify, or refuse any advertisement.
6. All claims for billing adjustments must be made within 90 days of
error.
7. Submission of an advertisement to a RGV Network sales representative
does not constitute a commitment by the RGV Network to publish
the advertisement. Publication of an advertisement does not constitute
an agreement for continued publ ication.
8. No advertisement will be accepted if section, column or page position
must be guaranteed. The RGV Network will make every attempt to
grant the advertiser’s position requests. Position requests for a specific
section carry a 25 percent premium cost. Advertising copy will not be
accepted on a "position or omit" basis.
9. Preprint advertising must be submitted to the RGV Network for
approval 10 days prior to the scheduled distribution date. Preprint
advertising for multiple outlets owned by various individuals is not
acceptable. Employment and real estate preprints are not accepted by
the RGV Network.
10. Any advertising which takes a stand involving a political figure, political
party or government issue, regardless of whether or not an election is
involved, will be considered political. All political ads will carry the
name and address of the person or group placing the ad and the words
"Political Ad" on it. All advertising materials (copy, photos, etc.) must be
submitted for approval prior to acceptance of order. Legal fees for
review of political ads will be billed to advertiser on a cost per hour
basis.
B. Rates
1. National or general advertising classified as any national/network
media, publishing, on-line services, technology/ computer brands, manufacturers,
jobbers, distributors, product, mail order, insurance companies,
telecommunications, investments, stocks/mutual funds, credit
cards, airlines/cruiselines/bus lines or any other non-retail advertiser not
located within the countries of Hidalgo, Willacy, Cameron or Starr. Dealer
list advertising placed by distributors or manufacturers that feature a
product and a list of dealers who carry the product are considered
national. National accounts from Mexico will be any account located in
Monterrey, Saltillo, Mexico City, Tampico, Mexico or any other Mexican
city that is not a border town in our trade area. National political - any
state office like Governor or Lt. Gov. or any national election.
2. All previous National rate schedules are hereby canceled.
C. Liability
1. The Publisher's responsibility for typographical errors, copy omission
or omission of ads is as follows: Please verify the accuracy of your ad
the first day it is scheduled for publication. The RGV Network will not
be liable for failure to publish an ad as requested for more than one
incorrect insertion of an advertisement. Proof to advertiser removes all
responsibility of the RGV Network, except in cases when there is failure
of the newspaper to correct properly marked errors or omissions on the
proof. Proofs will not be shown on ads accepted after deadline and the
RGV Network is not responsible for error or omissions in such ads. In
any case, the publisher's liability shall be limited to the correction, or the
cancellation of charge, for that portion of the ad rendered valueless by
such errors or omissions. In the case of an RGV Network printing error, a
letter of correction will be delivered to the customer, if needed. For cases
of improper proofing or pricing by the advertisers, letters will not be
issued. RGV Network does not assume responsibility for ads left out of
the newspaper other than to schedule the ad for the next available edition.
Under no circumstance shall RGV Network be liable for consequential
damages of any kind.
2. RGV Network is not liable for any damages whatsoever resulting from
the publication, omission or for any copy errors beyond the value paid
by the advertiser for any such publication. Advertiser and/or
Advertising Agency agree to protect and indemnify RGV Network
against any and all liability, loss or expense arising from claims of libel,
unfair competition, unfair trademarks, trade names or any infringements
of copyright and publication of advertisements.

Special Services
Graphic artists are available to assist you with your advertising message
free of charge if your advertising appears in the RGV Network. Special
art is subject to a $25 per hour charge. Spanish translations of English
ads are also done free of charge with one weeks advance notice to run.
Tear sheets are provided with our monthly statements. Any additional
requests after 30 days of receipt of statements will incur a $5 per tear
sheet charge.

Other Products
Other RGV Network Products: The RGV Network can provide advertising
space on wrappers, gatefolds, and spadeas or ads in the Sunday Comics,
islands on the stock pages, covers of the TV Weekly, and the classified section.
Specialized advertising products are also published regularly. The RGV
Network can also print and deliver messages on poly-bags or standard inserts.
Other advertising services such as commercial printing, direct mail and the
internet are available upon request.

Electronic Ads
9. ELECTRONIC ADS
A. Electronically transmitted ads are considered camera ready. Any corrections
made by the RGV Network Ad Services Department may be
charged to the advertiser at the discretion of the Publisher.
B. Electronic ads must be 100% complete with all necessary fonts included
in the PDF file. When creating a PDF file, please be sure to embed (outline)
all fonts. Remember to also include any fonts and graphics used in
EPS files.
C. Deadlines for electronic ads delivered via AP Adsend, e-mail, 3.5" floppy
disk Zip cartridge, ORB cartridge, or JAZ cartridges are the same as
the RGV Network's copy deadlines. Ads being e-mailed can be sent in a
PDF format. Ads comprised of multiple components such as pictures and
fonts can be placed in a Dropstuff file or a Zip-it file before they are emailed.
D. The RGV Network's Ad Services Department works from both
Macintosh and PC Platforms. Quark Xpress is the preferred format for
the RGV Network's productions services. However, the following is a list
of compatible programs:
-Quark Xpress version 3.3, 4.0 or 5.0- (include all fonts and graphics in
separate file folders) ---
-Adobe Acrobat, version 4.0 (PDF format)
-Adobe Illustrator version 7.0 or 8.0 (EPS format) We request that all ads
built in Illustrator are converted to outlines before they are placed in
Quark or distilled to a PDF.
-Adobe Pagemaker version 6.5
-Adobe Photoshop version 3.0, 4.0 or 5.0 (Tif or EPS formats)
E. All scanned color images must be converted to CMYK only. Color
images in RGB mode are not compatible with our system and will print
black and white. Artwork in Photoshop should be scanned at 150 dpi.
F. Offset printing process
Color separation - 85 line screen, right reading, emulsion down, one set
for each paper. Density ANPA105.
**RGV Network will not be responsible for ads that have not been provided
in the manner specified above.

B. Newsrack prices: 50¢ daily and $1.25 Sunday.
C. One or more newspapers members of: AP, CNS, ANPA, ABC, NAA,
